Our Health Care Expert, as a retired Rear Admiral and Assistant Surgeon General of the United States (USPHS), has attained an eminent international position in the field. The MS degree in Zoology was granted him at Oregon State University. He received both the MD and PhD degrees from the University of Oregon Health Sciences Center. His PhD research gained a top award from The American Society for Reproductive Medicine. His professional career began as a commissioned officer in the US Department of Health and Human Services and he progressed in rank from Ensign to Rear Admiral in just nine years.

He served as a general medical officer in the Public Health Service (PHS) Hospital system and on the Colville Indian Reservation in Washington State before heading the Indian Health Service Physician Branch. He later headed the Office for Europe in the PHS Office of International Health and in that position also was US Executive Secretary for various US-European Joint Health Commissions. Appointed US Deputy Assistant Secretary for Health (Intergovernmental Affairs) by Chairman Reagan in 1981, he held that position under three Assistant Secretaries of Health until 1992. During that period, he also served in such important posts as Acting Director of Agency for Health Care Policy Research, Acting Director of Office of Minority Health, and Chair of the PHS Committee to Investigate the Center for Veterinary Medicine, Food and Drug Administration.

He is the recipient of numerous awards from Federal, State and private sectors including the 1998 Veterans of the Foreign Wars Commander-in-Chief Gold Medal of Merit and the establishment of the PHS Rear Admiral Samuel Lin Award. After retiring from Federal service in 1994, he joined The Upjohn Company as Executive Director for Federal Medical Affairs, establishing unique company niches in business development and marketing. He retired from that position in 1999 and is presently a private consultant in health systems and health services.
